Clinical System Device Specification and Selection
Opti Consulting was engaged by the Department of Health to develop and conduct tender processes for the selection of a range of clinical system devices to support the introduction of new Clinical systems into Victorian Health Agencies.
The engagement involved the project management, specification, evaluation, procurement and deployment of clinical devices to support the implementation of Clinical Systems at Victorian Health Agencies. The devices included computer trolleys, barcode scanners, thin client devices, keyboards, laptops, smart cards, smart card readers, web cameras and label printers. A smart card management system was also specified and selected. Opti Consulting was also responsible for the determination of appropriate technologies relating to device management and support processes including digital certificates.
Opti Consulting was responsible for all aspects of the project including initiation, planning, execution, control and closing. The project involved working across a number of Victorian government departments and agencies given that the financial size (greater than $10m) of the smart card and smart card management systems tenders required conduct under Victorian Government Purchasing Board strategic procurement plan guidelines. Opti Consulting worked with business and technical stakeholders to define requirements, liaising with Federal Government agencies to collaborate on national standards regarding smart cards, and wrote all tender specifications. We then developed the tender evaluation process and methodology and then managed the tender process and evaluation. We also developed processes for smart card management and operation.
